Can't install Windows 8

Hi, Installed Windows 8 Consumer Preview a year ago and now it asks for license, so I bought a new one and it keeps asking me to put my computer in English (I'm french) ! I went to Config Panel, browsed until Language but I can't find "Set English as my primary lang" !! It just keeps loading at this place instead of displaying the proper message or sometimes asks me for an Internet...
